LEAVITTSBURG DAM REMOVAL PROJECT
REQUEST FOR QUALIFICATIONS – CRITERIA ENGINEER
Trumbull County MetroParks is requesting qualifications from a professional engineering firm to provide services as the Criteria Engineer relative to the Leavittsburg Dam Removal Project. These services shall be in accordance with Ohio Revised Code Sections 153.65 — 153.99.
The Leavittsburg Dam Removal Project will include the removal of a designated amount of fine-grained sediment from behind the Leavittsburg Dam, the treatment and disposal of the filtrate and sediment, the cost effective removal of the Dam obstruction in such a way to improve the Mahoning River water quality and aquatic habitat, and the resulting bank stabilization. The 2022 published Ohio EPA Water Pollution Control Loan Fund (WPCLF) Program Management Plan indicates that Trumbull County MetroParks will receive Water Resource Restoration Sponsor Program (WRRSP) funding in calendar year 2023 for this project. The estimated cost of the project is $3,203,500.
The services of the Criteria Engineer shall include the completion of pre-award WRRSP tasks required by the OEPA in the year 2023 along with assisting Trumbull County MetroParks through the Design Build Procurement Process, overview of the Preliminary and Final Design Stages in 2024 completed by the selected Design Build Team, and construction administration and inspection during the Construction Stage of the project, likely to be completed in calendar year 2025.
A summary of tasks to be completed by the Criteria Engineer are as follows:
• Calendar Year 2023 – Pre Award Stage
1. Assist the Trumbull County MetroParks in the interview evaluation process for selection of the final Design Build Team.
2. Prepare the Progressive Design Build Contract between Trumbull County MetroParks and the selected Design Build Team in consultation with Legal Counsel for the project.
3. Conduct meetings as required with Trumbull County MetroParks’ project team to discuss project progress, scope, schedule, and budget.
• Calendar Year 2024 – Design Development Stage
1. Monitor the Design Build Team’s scope, schedule, and budget in accordance with the Progressive Design Build Agreement.
2. Coordinate the distribution of relevant information and documentation to all stakeholders.
3. Process monthly Request for Payments submitted by the Design Build Team and submit to Trumbull MetroParks for processing to OEPA.
4. Review 30% Level and 60% Level Design Plan Development, including environmental permitting applications.
5. Conduct meetings as required with Trumbull County MetroParks and Design Build Team to discuss design progress, schedule, and budget.
• Calendar Year 2025 – Final Design and Construction Stage
1. Prepare a modification to the Progressive Design Build Contract to include a Guaranteed Maximum Price to 100% and final design and construction tasks by the Design Build Team.
2. Monitor the Design Build Team’s scope, schedule, and budget in accordance with the Progressive Design Build Agreement.
3. Coordinate the distribution of relevant information and documentation to all stakeholders
4. Process monthly Request for Payments submitted by the Design Build Team and submit to MetroParks for processing to OEPA.
5. Review 100% Level Design Plan Development.
6. Conduct meetings as required with Trumbull County MetroParks and Design Build Team to discuss design completion, schedule, and budget.
7. Review required shop drawings.
8. Conduct Periodic Site Visits.
9. Perform Post-Construction tasks including Design Build Team post construction monitoring reports.
Interested firms shall submit three hard (3) copies of the Statement of Qualifications. Responses must be received by (Thursday, June 29, 2023 by 11 am). Statements of Qualifications received after this deadline will not be considered.

Firms intending to provide criteria engineering services pursuant to this request shall submit qualification statements for consideration as indicated below. All submittals shall be limited to twelve (12) 8.5”x11” pages with 12 point font. A page shall consist of one side of a sheet of paper with text, graphics, etc. If both sides of a sheet of paper have text, graphics, etc. that shall be considered two pages. Submittals shall include the following:
1) Letter of Interest (1 Page Maximum)
2) History of the Firm (1 Page Maximum)
a. Provide the firm’s name, contact information, and brief background.
b. List the location of the office where the majority of the work will be performed.
3) Key Personnel (4 Page Maximum)
a. Identify the Criteria Engineer (Project Manager) who will have primary contact with the Trumbull County MetroParks on a day-to-day basis. The Criteria Engineer must be licensed to practice in the State of Ohio and must demonstrate experience on similar projects.
b. Identify other key staff members by name and title with brief resume including professional certifications. Include staff members responsible for engineering in each discipline.
c. Indicate years of experience for key personnel.
4) Qualifications and Experience (4 Page Maximum)
a. Provide availability of the assigned staff.
b. Provide description of similar municipal engineering service projects.
c. Describe the firm’s resources including staff and equipment.
5) Understanding of Community Need (1 Page Maximum)
a. Demonstrate an understanding of the project requirements of Trumbull County MetroParks.
6) References (1 Page Maximum)
a. Provide a minimum of three (3) references that Trumbull County MetroParks may contact.
Trumbull County MetroParks shall directly select a Criteria Engineer based on the Statement of Qualifications. Trumbull County MetroParks will evaluate and rank responding firms in accordance with Ohio Revised Code Sections 153.67 – 153.73. All responding firms will be evaluated in accordance with the following criteria:

Special Conditions
1) Trumbull County MetroParks shall not be liable for any costs incurred for the preparation of this Request for Qualifications.
2) Trumbull County MetroParks reserves the right to reject any and all qualification packages and to accept or reject any item therein.
3) All qualifications received shall become property of Trumbull County MetroParks. All qualifications shall become public record and shall be regarded as public records except for those parts of each proposal which are defined by the proposer as business or trade secrets, provided that such parts are clearly marked as “trade secret”, “confidential”, or “proprietary.”
